Biography
Blaise Marie Ouafo ranks among the founding figures of project management in Cameroon. An electronics engineer and doctor of business administration, he entered information systems in 1990 and project delivery in 1995, at a time when the discipline was still barely structured in the country.
In 2001 he founded SECEL SARL, a digital services company he still leads, and co-founded the Institute of Management and Entrepreneurship (IME) in Douala, of which he is the promoter. He brought the University of Quebec in Montreal's master's programme in project management to Cameroon, where he teaches on it: Cameroonian professionals have since been able to earn a North American degree without leaving the country.
More than a thousand projects have been delivered under his leadership or supervision over the course of his career, across banking, state-owned enterprises and public administration. He introduced management by project into a significant number of Cameroonian companies: their first structured project portfolios, their first steering bodies and their first project management offices are directly attributable to him. In doing so he moved project management, within the national economy, from an individual practice to an organised discipline.
He has trained several generations of project managers in Cameroon and Central Africa. Through SECEL, an Authorized Training Partner of the Project Management Institute and an accredited PeopleCert organisation, he opened access within the sub-region to international project management certifications that professionals previously had to travel abroad to obtain.
His doctorate examined the integration of management by project within organisations in an African context. His work, published in collective volumes and leading management journals, also covers university entrepreneurship, organisational transformation and the sustainability of projects.
