Biography

Patrick Mzogang is a committed specialist of public project management. At the Ministry of Economy, he serves as Head of the Division in charge of the Preparation of Projects and Programmes.

In that role he sets the standards for the preparation of public investment projects and programmes, supports every public institution in preparing its projects properly, manages the Public Investment Project Bank, prepares the budget programming dimension of the finance act, and leads the audit and evaluation of public investment projects and programmes.

He has driven several major reforms: national regulation for the preparation of projects and programmes, set out in a methodological guide and in a decree establishing project maturation rules and introducing the maturity visa in Cameroon; the decoupling of budget preparation from project and programme preparation; the reform of the budget programming framework contained in the Head of State's decree on the budget calendar; the creation of the Public Investment Project Bank; and technical input into the new legal framework for PPPs in Cameroon, whose budget sustainability committee he sits on.

He contributed to drafting the SND30 and to monitoring and evaluating its implementation. He also serves as a director of several companies, notably the National Investment Corporation (SNI).
